This month, The CIP Report focuses on Resilience, a key theme of the 2013 NIPP and a guiding concept for CIP professionals. In their recently published Global Risks Report (10th Edition), the World Economic Forum illustrated an increasingly interconnected world of increasing risks. The implication follows that Critical Infrastructure faces more risks from more sources than ever before. To address the need for resilience across the full range of mission areas, our contributors have given us a set of offerings that span the range of topics from Prevention to Mitigation.
First, Susan Clark and Thomas Seager from Arizona State University offer an approach to infrastructure resiliency planning that views asset failure as an inevitable fact of aging infrastructure and offers “safe-fail” planning that emphasizes both minimization of harm and learning to improve resilience moving forward. Next, Megan Clifford of Argonne National Laboratory writes about the lab’s Resilient Infrastructure Initiative, which aims to harness applied science and technology to develop next-generation forecast models and design secure, resilient, cost-effective infrastructure systems in the face of aging systems.
David Vaughn, Ed Hecker, and Cherrie Black of the Infrastructure Security Partnership (TISP) provide guidance on practical community resilience, highlighting aspects of effective resilience from the perspectives of the public sector, private sector, individual citizens, and insurance providers. Finally, Kevin O’Shea, Rebecca Haffenden, and Karen Guziel from Argonne National Laboratory discuss the possible implications of the Jones Act in response to emergencies, including considerations about the current fleet of Jones Act-eligible vessels and Jones Act waivers for ineligible vessels.
