Director John McCarthy was a panel member for the discussion on Critical Infrastructure Protection at the American Bar Association's First Annual Homeland Security Law Institute, which Senior Research Associate Colleen Hardy also attended. This informative conference provided a comprehensive look at a few of the most critical issues surrounding national security law. The conference consisted of several panel discussions. The discussions included: “Homeland Security 101,” Emergency Management and Federalism, Critical Infrastructure Protection, and Information Protection. One of the guest speakers included the Honorable Frank Keating, who shared his experience and knowledge concerning the Oklahoma City Bombing in 1996, as he was the governor of Oklahoma at that time. Another guest speaker and a Co-Chair for the Conference was the Honorable Joe. D. Whitley, a former General Counsel to the U.S. Department of Homeland Security.
